According to Steve Wyche of NFL.com, Special Master Stephen Burbank ruled against the NFL Players Association and sided with NFL Commissioner Roger Goodell.
The NFLPA argued that Burbank should have authority to rule on the players because their alleged behavior was more of a salary-cap issue instead of one governed by the collective bargaining agreement. Burbank decided otherwise, citing, which the league has based its discipline on, that the players' alleged behavior was "conduct detrimental" and thus subject to collectively bargained discipline -- and Goodell's jurisdiction.
